Ukraine Reconstruction Summit in Washington: “Territory Without Corruption” as a Vector for Future Recovery
Historic Event in the US Capital
On September 13-14, 2025, in Washington (District of Columbia, USA), a landmark Ukraine Reconstruction Summit (URS) took place, bringing together key players from the public and private sectors from the USA, Poland, and Ukraine. The event aimed to accelerate the country’s recovery and shape a sustainable future through effective strategies, attracting investments, and strengthening international cooperation.

As participants noted, this event became a turning point in Ukraine’s quest for recovery and strengthening its position on the international stage. Cooperation between Ukraine and other countries of the world is a cornerstone in the process of overcoming the destruction caused by military actions.
Representatives of the International Anti-Corruption Assembly on the World Stage
Among the invited participants was the NGO “International Anti-Corruption Assembly”, whose activities are aimed at fighting corruption and promoting transparency. Due to the limited number of places, the Summit organizers invited Vyacheslav Saenko, Secretary-General of the Assembly’s Central Committee, and Kristina Saenko, Assistant Secretary-General of the Central Committee and translator, to participate and speak.
Unfortunately, due to the ongoing martial law in Ukraine, Vyacheslav Saenko, author of the “Territory Without Corruption” project, could not personally present it at the Summit. Despite having all the necessary official documents, he was not granted the right to leave the country.
Willpower and Determination on the International Stage
Despite the difficulties that arose, the team of NGO “International Anti-Corruption Assembly” did not give up. Kristina Saenko, showing exceptional dedication and determination, went to the Summit to worthily represent the organization. Her presentation was intended to draw the attention of the international community to the opportunities and prospects that open up in Ukraine’s territory, despite all the challenges.
As Kristina Saenko herself emphasized, “many countries became interested in our project,” which testifies to the high level of trust and readiness for cooperation. Those present at the Summit warmly welcomed the organization’s representative and showed lively interest in the “Territory Without Corruption” project.
The "Territory Without Corruption" Project: From Concept to Practice

At the Summit, NGO “International Anti-Corruption Assembly” presented its multi-year project “Territory Without Corruption,” which has been successfully implemented on Ukraine’s territory for more than five years. This project is aimed at creating systemic mechanisms to combat corruption and forming a culture of honesty and responsibility.
Special attention is paid to implementing the “Territory Without Corruption” project on the basis of territorial communities. As the Secretary-General of the Assembly’s Central Committee notes, this project “provides opportunities for the development of our territorial communities” and is the foundation for the country’s future.
Key Principles of the Project:
Fighting Corruption: The project is a direct challenge to corruption, which for decades has undermined economic development and trust in state institutions. Transparency and accountability at the local level are the foundation for attracting investments and creating a favorable business climate.
Economic Development and Improvement: Successful development of territorial communities will inevitably lead to “regional development and country improvement at the economic level.” This means creating new jobs, improving citizens’ quality of life, developing local infrastructure, and attracting investments.
Wide Range of Topics and Practical Focus of the Summit
The Summit program was carefully designed and covered a wide range of issues critically important for Ukraine’s recovery and revival, as well as for regional stabilization. Reports, discussions, and panel sessions included such topics as:
- Defense and Security: Ensuring stability and protection
- Finance and Trade: Creating favorable conditions for economic growth
- Technology: Applying innovations to ensure transparency of financial transactions
- Infrastructure Sustainability: Reconstruction and modernization of key facilities
- Energy Infrastructure: Ensuring energy security and independence
- Public Health Innovations: Improving access to medical services
- Geopolitics and Regional Security: Strengthening regional stability
- Faith and Culture: Preserving and developing cultural heritage
- Natural Resource Development: Rational use of the country’s potential
These topics are directly related to specific project portfolios, investor searches, and already developed operational mechanisms.
International Support as a Guarantee of Recovery
The Summit became a platform for demonstrating the international community’s readiness to provide necessary assistance to Ukraine. The expectation of upcoming meetings and hope for “productive and positive relationships” speak to Ukraine’s strategic vision aimed at long-term partnership and sustainable development.
As the Secretary-General of the Assembly’s Central Committee emphasizes, “upcoming meetings will decide much for the reconstruction and support of Ukraine and its people.” The results of future negotiations and agreements will have a direct impact on:
- Volumes and forms of international aid: From financial support to technical assistance and experience exchange
- Implementation of internal reforms: Particularly, successful implementation of the “Territory Without Corruption” project based on territorial communities
- Attracting investments: Both from international partners and Ukrainian businesses

Opportunity for a Generation: Looking to the Future
The Ukraine Reconstruction Summit represents a unique opportunity for an entire generation. This is not just a chance to restore the country, but also to contribute to its complete revival, deepen partnership between the USA, Poland, Ukraine, and other countries of the world, and stimulate innovations that will benefit both regional and global security and prosperity.
Participation in the Summit allowed NGO “International Anti-Corruption Assembly” not only to present its project but also to establish valuable contacts with potential partners and investors. The warm reception and shown interest in “Territory Without Corruption” testify to understanding the importance of fighting corruption as a fundamental condition for successful recovery and long-term development of Ukraine.
