About Us

OUR MISSION

The International Anti-Corruption Assembly (IACA) is an international civil society organization aimed at eradicating corruption as the main obstacle to the development of effective, just, and prosperous societies. IACA unites verified anti-corruption practitioners, legal experts, whistleblowers, journalists, and civil activists, united by a common goal: to make corruption visible, costly, and ultimately impossible.

LEGAL BASIS

All activities of IACA are carried out in accordance with:

  • The United Nations Convention against Corruption (UNCAC), Article 13 — adopted by UN General Assembly Resolution 58/4

This legal framework is embedded in every official IACA member identification since the founding of the organization in 2015. This reflects IACA’s genuine and consistent commitment to operating within the international legal framework for combating corruption — not as a formality, but as a founding principle.

CONTRIBUTION TO THE UN SUSTAINABLE DEVELOPMENT GOALS

IACA’s activities are aligned with UN Sustainable Development Goal 16 — “Peace, Justice and Strong Institutions” — and are aimed at supporting the following targets:

  • SDG 16.5 — Substantially reduce corruption and bribery in all their forms
  • SDG 16.6 — Develop effective, accountable and transparent institutions at all levels
  • SDG 16.10 — Ensure public access to information and protect fundamental freedoms

MAIN OBJECTIVES

  • Unification of anti-corruption civil society
    We promote the unification of anti-corruption organizations at national and international levels. We coordinate an ecosystem of 7 legal entities and a network spanning 15 countries across 4 continents.
  • Protection of whistleblowers and anti-corruption activists
    We protect individuals who expose corruption and operate in high-risk environments. A unique system of verified IDs with QR codes ensures the official status of members while maintaining the confidentiality of their personal data.
  • Monitoring of the judicial system and law enforcement agencies
    We conduct independent public monitoring of court proceedings and the activities of law enforcement agencies. We interact with the judiciary, prosecution bodies, and law enforcement agencies in the countries where IACA operates. Thousands of official appeals over 10 years.
  • Protection of taxpayers’ interests and territorial communities
    We protect the rights of taxpayers from corruption-related abuses. We develop and promote the “Territory Without Corruption” model based on territorial communities — presented at the Ukraine Reconstruction Summit in Washington (2025).
  • Raising legal awareness and anti-corruption education
    Through the International Anti-Corruption University, we prepare a new generation of anti-corruption practitioners. Unique specialties: “Corruptology” and “Navigator Specialist”. The “Cost of Corruption” series — public monitoring of court verdicts in 6 languages. The “Anti-Corruption Vaccination” program for student whistleblowers.
  • International cooperation and adoption of best practices
    We engage international experience in combating corruption. Three international forums “Territory Without Corruption” (Kyiv 2015, Lisbon 2016, Milan 2017). Participation in summits in the Vatican (2024) and Washington (2025) as invited speakers.
  • Development of anti-corruption standards and legislative expertise
    We conduct public anti-corruption expertise of regulatory legal acts. We develop and implement international anti-corruption standards in cooperation with state and international bodies. We monitor the implementation by authorities of current Ukrainian and international legislation.
  • People’s diplomacy and expansion of human rights
    We develop “people’s diplomacy” — direct dialogue between citizens of different countries beyond official channels. UkrFest “THANK YOU” (Prague, 2024) — an international festival of gratitude to the world for supporting Ukraine. The author’s Anthem “THANK YOU” — a cultural-diplomatic work of IACA. We unite efforts to promote human rights and improve access to justice.
  • Combating legal nihilism
    We counteract the systemic disregard for law as a norm of social life. We form a culture of respect for the law through education, publications, and real examples of accountability for corruption. The “Cost of Corruption” series shows that punishment is real and inevitable.
  • Humanitarian activity and international recognition
    500+ tons of humanitarian aid (2022–2025). 18 units of equipment to the front. The Badge of Honor — a unique award made from shell casings of Ukraine’s defenders — for international volunteers and humanitarian workers. Registered in the Open Awards System with an individual number and passport.
  • Development of an international network of representative offices
    Creation and support of the organization’s representative offices in different countries of the world. Official representative offices in 4 countries. Authorized member representatives in 15 countries across 4 continents. All representatives have verified IDs with QR codes.

ORGANIZATIONAL PRINCIPLES

  • Voluntary participation — all members participate on a non-remunerated basis
  • Transparency — all activities are documented and publicly reported
  • Independence — IACA does not accept funding that may compromise its impartiality
  • Self-governance — democratic decision-making through the General Assembly
  • Non-profit nature — no distribution of profit among members
  • Confidentiality — protection of members’ personal data where required for security
  • Equality before the law
  • Absence of property interest of members (participants)
  • Respect for the personal opinion and dignity of each member
  • Collectivity in the work of the Assembly and its bodies combined with the personal responsibility of each member

By implementing educational programs and anti-corruption methodologies, we contribute to strengthening the rule of law and ensuring equal access to justice for all.

Financial Policy and Principles of Independence of IACA

Mission and autonomy
For ten years, the International Anti-Corruption Assembly (IACA) has carried out its activities guided by the principle of full financial and operational independence. Since its founding, the organization has been funded exclusively through voluntary contributions of its members. This approach has enabled us to act as an impartial institution of public oversight, free from political or commercial influence.

Position on public funding
Adhering to standards of objectivity, IACA does not accept funding from state budgets, as well as grants or sponsorship from entities that may create a conflict of interest. We believe that financial distance from public authorities is a necessary condition for effective monitoring and independent evaluation of their activities.

Global partnership and development
Today, expanding our initiatives to achieve the Sustainable Development Goals and systematically reduce the corruption index, we are open to strategic cooperation with international institutions. IACA is ready to participate in targeted grant programs and joint projects within the international legal framework, provided they contribute to the public good and do not limit our expert independence. Our goal is to unite resources with partners who share the values of the rule of law and transparency to create a global environment free from corruption.
