International Anti-Corruption Assembly

Working meeting in Zhytomyr

On January 4, Secretary General of the Central Committee of the International Non-Governmental Organization International Anti-Corruption Assembly (“Assembly”) Vyacheslav Sayenko made a working visit to Zhytomyr.

Together with Serhii Prokopenko, Head of the coordination center of the Assembly in Zhytomyr region, they visited the Central-Western Interregional Administration of the State Labor Service.

The main issue of the meeting was to respond to complaints from business entities regarding the issuance and extension of permits by the interregional administration and to clarify the reasons and circumstances that could lead to refusals to issue permits (especially in relation to the performance of high-risk work and the operation of high-risk equipment), which have become widespread since the beginning of 2025.

Representatives of the Department attended the meeting:

  • Roman Karpiuk – Head of the Central-Western Interregional Administration of the State Labor Service (Zhytomyr, Vinnytsia and Khmelnytskyi regions),
  • Taras Samoilenko – Head of the Department of Administrative Services (Zhytomyr region),
  • Yaroslav Lokaziuk – Head of the Corruption Prevention and Detection Sector,
  • Lyudmyla Luzhnykh – Chief Lawyer of the Interregional Administration.

During the meeting, the parties discussed the possibilities of establishing cooperation in terms of holding a roundtable discussion with business representatives as soon as possible and creating an effective mechanism for responding to the problematic issues that arise in the course of interaction between business and administrative service providers.

At the same time, Viacheslav Saienko pointed out that at the present stage, a full-scale war and corruption are one of the main threats to national security and democracy in Ukraine, in particular, corruption denies the rule of law, and its rapid spread is further caused by the imperfection of both legal norms and moral qualities of the national society;
