The Philosophy of the “GENESIS” Project

There is a paradox that IACA noticed immediately.

Law enforcement anti-corruption structures are funded by the state. That is — by those they are supposed to control. It is like hiring a security guard and paying them from the very safe they are guarding.

IACA is not a law enforcement structure. We do not receive a salary from the state. We do not depend on those we study. This gives us something no government body possesses — genuine independence of perspective.

But independence without knowledge is simply courage without a weapon. So we went deeper. Instead of endlessly clearing away the consequences of corruption — we decided to understand its nature. Where it comes from. How it mutates. What it fears. Because the one who understands the nature of a disease can create a real cure. Not merely a painkiller.
