THE PRICE OF CORRUPTION: Case #02. Frozen Reconstruction
This article is based on real facts from the analysis of tender procedures and the results of inspections of facilities funded by the Fund for the Liquidation of the Consequences of Armed Aggression. We are breaking down this case to show that an attempt at looting during reconstruction carries a specific price — both for the community and for the perpetrator.
The Situation:
In 2024, in one of the frontline regions, a tender was announced for the capital repair of a high-rise building damaged by shelling. The tender committee ensured a win for a middleman firm that had neither its own equipment nor a staff of workers. Corruption rent in this project was embedded through an artificial 30% inflation of the cost of building materials.
The Bill Received by the Community:
- 18 million UAH — Direct Losses. These are funds siphoned through subcontracting “shells.” With this money, an additional building entrance could have been repaired, or three modern shelters could have been equipped.
- A Year in IDP Status. Due to the contractor’s lack of real resources, the project turned into a long-term unfinished construction. More than 100 families who were supposed to return home are forced to spend state funds on rent for another year.
- Technical Degradation. The house was not “sealed” before the frosts. Dampness destroyed the work already completed, increasing the cost of finishing the project by another 15% at the expense of taxpayers.
The Bill Paid by the Perpetrator (Case Finale):
For those who tried to profit from the ruins, the finale was swift and crushing:
- Real Prison Term: The scheme organizer received 8 years of imprisonment. The court viewed the manipulation of reconstruction funds during martial law as an aggravating circumstance.
- Full Confiscation: All property was seized for state income: two apartments, a plot of land, and three premium-class cars. The perpetrator’s family was left without assets that had been accumulated over the years.
- The Mark of a Looter: The perpetrator’s name is forever entered into the Register of Corrupt Officials. This means a lifelong ban on civil service and complete isolation from international business. You took 18 million, but you left your children empty fields instead of a promising country and a shame that cannot be erased.
