THE PRICE OF CORRUPTION: Case #03. The Deadly “Kickback” on Medical Equipment

This article is based on NABU investigation facts and real verdicts from the High Anti-Corruption Court. We are breaking down this case to show that in medicine, corruption is measured not only in stolen currency but also in the lost lives of those who did not receive help in time.

The Situation:

A regional healthcare department was conducting a procurement of high-tech medical equipment. Instead of a direct contract with the manufacturer, officials created an artificial network of intermediaries. As a result, the cost of the equipment was inflated by 40%. The corruption rent amounted to over 30 million UAH.

The Bill Paid by Society:

  • The Price of Life (The Highest Cost). While the “schemes,” tender wars, and subsequent arrests were ongoing, the equipment sat in warehouses for months or was not purchased on time. Hundreds of people did not receive timely diagnostics. For many patients in critical condition, this delay proved fatal. Every percentage of a “kickback” represents a life that wasn’t saved.
  • 30 million UAH — Direct Financial Losses. These are funds drained from the healthcare budget. With this money, the state could have purchased two additional CT/MRI machines for district hospitals, providing medical access to thousands of citizens.
  • International Isolation. Due to cases like this, international donors (the World Bank, EU funds) place the region on a “red list,” halting the supply of medicines and equipment.

The Bill Paid by the Perpetrator (Case Finale):

For those who tried to profit from the nation’s health, the finale was devastating:

  • Real Imprisonment: The scheme organizer received 9 years of imprisonment. No reprieves or suspended sentences.
  • Full Confiscation: The court seized all property for state ownership: elite apartments, expensive cars, and bank accounts. The individual was left without the assets accumulated over years.
  • Social Death: The perpetrator’s name is forever entered into the Register of Corrupt Officials. This entails a total loss of reputation and a lifelong ban on any public service or serious private sector activity.

  • NABU (National Anti-Corruption Bureau) and SAP (Specialized Anti-Corruption Prosecutor’s Office) materials regarding the procurement of medical equipment at inflated prices.
  • A legally binding verdict from the High Anti-Corruption Court (HACC).
  • Data from the Prozorro system regarding the monitoring of abnormal prices in medical procurements.
