THE PRICE OF CORRUPTION: Case #04. The Defense Sector (Army Catering)
This article is based on real facts from investigations by anti-corruption authorities and materials from state audits. We are breaking down this case to show that a position is not a shield but a responsibility; violating it leads to a real prison sentence.
The Situation:
In 2023, the leadership of a specialized defense department entered into contracts for the supply of food products for the army at prices 2 to 3 times higher than market rates. The scheme was based on manipulations with the “product catalog,” where ordinary items were turned into a tool for siphoning funds. The amount of damages, based only on verified episodes, exceeded 120 million UAH.
The Bill Paid by Society:
- Combat Readiness (The Price of Security). Every stolen grivna means missing fuel, drones, and protective equipment for the front line. Corruption in the rear is a direct weakening of the army and a threat to the lives of soldiers in the trenches.
- 120 million UAH — Direct Financial Losses. With these funds, the state could have provided modern equipment for several battalions or purchased thousands of FPV drones.
- A Blow to the Rear. Such schemes destroy trust in state institutions and create risks for the continuation of international military aid.
The Bill Paid by the Perpetrators (Case Finale):
The price turned out to be the maximum, despite their status and former positions:
- The Deputy Minister of Defense — received 12 years of imprisonment. The court found him responsible for the general coordination of the scheme and disregard for defense interests.
- The Director of the Public Procurement Department — received 10 years of imprisonment for the direct signing of criminal contracts.
- Full Confiscation: All property was seized from both top officials: country estates, premium car fleets, and hidden foreign currency assets.
- The Mark of Traitors: The names of the perpetrators are forever entered into the Register of Corrupt Officials. Any further activity in the state or financial sectors is closed to them forever.
