THE PRICE OF CORRUPTION: Case #07. Shadow Oversight (State Labor Service)

This publication is based on official investigation materials from the SBI (State Bureau of Investigation), the SSU (Security Service of Ukraine), and court records from the High Anti-Corruption Court (HACC). We are breaking down this case to show the real consequences of turning state control into a private business.

The Situation:

Between 2023 and 2024, officials from territorial departments of the State Labor Service of Ukraine organized a systemic extortion scheme targeting entrepreneurs. During inspections of labor law compliance, inspectors artificially recorded violations or threatened maximum fines for unregistered employees. To “ignore” these violations, businesses were forced to pay between 20,000 and 250,000 UAH per facility. In one documented episode, a group of officials collected over 1 million UAH in monthly “subscription fees” from regional entrepreneurs.

The Bill Paid by Society:

  1. Threat to Workers’ Lives. When an inspector accepts a bribe, they ignore safety violations. This leads to industrial injuries and deaths on the job for which no one is held accountable.
  2. Losses to the Budget and the Army. Hiding the actual number of employees through corrupt agreements deprives the budget of taxes (PIT and SSC) that are critical for funding the Armed Forces.
  3. Degradation of the Business Environment. Honest businesses become uncompetitive compared to those who have “bought” an inspector’s loyalty, which stunts the country’s economic growth.

The Bill Paid by the Perpetrators (Legal Finale):

The price turned out to be as follows:

  • The Unit Head / Chief Inspector — received 7 years of imprisonment.
  • Intermediaries — sentenced to terms ranging from 4 to 6 years.
  • Full Confiscation: Luxury cars, real estate, and significant amounts of foreign currency cash discovered during searches were seized as state income.
  • Lifelong Disqualification: The perpetrators were entered into the Register of Corrupt Officials and banned from holding public office.
