PROFILE
Vyacheslav Sayenko is the founder and Secretary General of the International Anti-Corruption Assembly (IACA) — a civil society organisation registered in Ukraine in September 2015, operating across 15 countries on 4 continents. Under his leadership, IACA has grown from a national initiative into an international anti-corruption ecosystem of seven legally registered organisations active in legal advocacy, professional education, humanitarian assistance, media transparency, and cultural heritage protection.
CIVIC AND PROFESSIONAL CAREER
Vyacheslav Sayenko has been active in civil society and human rights work since 2007, when he joined the NGO Committee for Combating Organised Crime and Corruption in Odesa, Ukraine. In February 2014, he was elected First Deputy Chairman of the Board, where he was responsible for building the organisation’s institutional structure — experience that directly informed the founding of IACA in 2015.
In September 2015, he founded the International Anti-Corruption Assembly and has served as its Secretary General continuously since that date. He also co-founded IACA’s affiliated organisations, including the International Charitable Help Corporation (October 2015, Honorary President) and the International Anti-Corruption University (established March 2019, Rector since 2021).
Since 2021, he serves as Rector of the International Anti-Corruption University, where he oversees professional training programmes in anti-corruption methodology and conducts research on the creation of a sustainable “Territory Without Corruption” model.
Under Vyacheslav Sayenko’s leadership, IACA has developed:
- A verified membership network of 88 full members across 15 countries on 4 continents, admitted through a rigorous four-stage qualification system
- An ecosystem of 7 legally registered affiliated organisations covering legal advocacy, education, humanitarian assistance, media, and cultural heritage
- A QR-code credential verification system enabling real-time authentication of member credentials by any third party, including UN bodies
- A judicial monitoring series — “The Price of Corruption” — documenting corruption-related court proceedings
- International representative offices in Italy, Portugal, Czech Republic, Malta, Bulgaria, and Ukraine
EDUCATION
- 1991–1993 — Enrolled at Yaroslavl Higher Military Financial College (Russia). Did not complete: returned to Ukraine in 1993 upon refusing to swear allegiance to the Russian Federation.
- 2004–2009 — Bachelor’s degree with Honours, Organisation and Management of Enterprise — Odesa European University, Ukraine
- 2017–2019 — Master of Law (LLM) — Pylyp Orlyk International University, Ukraine
- 2021–present — Doctoral research on the concept of ‘Territory Without Corruption’; Rector, International Anti-Corruption University
